I have always paid my child support on time, but that payment does not go to my ex wife for another month. Why does it take that long?

My income fluctuates somewhat, so having it based on current earnings would be good, although there will be complexity of that changes mid year
I personally like to have certainty of payments as I dont want to end up oweing any money at the end of the year as I wouldnt have it available. Also knowing how much I am going to be paid each month helps budget for what I can provide for the children. Not knowing that I wont be recieving anything for the month when the paying parent has decided not to pay is very stressful and I then have to find money from elsewhere, but dont receive any compensation for having to pay 100% of the childrens costs for that period
I think a combination of all three are important.
It should take in to account change of situation/ earnings as soon as possible (timeliness).
