The proposals in the discussion document would help parents to get their Child Support payments right from the start, and would ensure that payments more accurately reflect what the paying parent can afford and what the receiving parent or carer needs at the time of the payment.  

When a payment is missed, the Government is proposing that Inland Revenue would intervene more quickly, would allow the parent to come to an arrangement to catch up on missed payments, and would not charge penalties when the person is actively trying to pay.

If a parent was not cooperating Inland Revenue would step in to set up a repayment method, and as a last resort it could charge penalties if a parent refused to comply.
