Do you support extending the Commissioner’s care and management powers to her social policy functions?

The Commissioner’s care and management responsibility allows the Commissioner to manage her resources when faced with real-world challenges.  However, there is some uncertainty whether the care and management responsibility applies to the Commissioner’s social policy functions.  This may suggest that the Commissioner does not have the powers and responsibilities for her social policy functions, as she has for her tax functions.  It is proposed to clarify that the Commissioner’s care and management powers apply to her social policy functions.

Question

Should the Commissioner have the same powers and responsibilities for her social policy functions as she has for her tax functions?

I would like the Commissioner to use greater discretion in considering Student Loan cases. The young are our future tax payers and it is important IRD establishes positive relationships. The Student Loan Scheme seems to be particularly perverse and difficult to understand and every care should be taken to facilitate repayment taking into consideration that young people are new to IRDs systems.

Tax collecting law etc should have a separate function entirely from social policy in any of its formats. most importantly from work and income. Any edicits that cause policy making . compliance. and cross into private information exchange should not be governed by one single person. As a fully compliant (when my clients remember to pay on time) IR56 PAYEE and under Work and Income intermittantly these two do not work naturally together in a number of ways .
